If you are developing a new property — whether a single home, townhouse, subdivision, apartment complex, or commercial building — you are legally required to provide telecommunications infrastructure including an NBN connection point. This requires submitting a New Developments application to NBN Co. MTS manages this entire process for you, from the initial application through to provisioning confirmation.
Telecommunications Forms 1 & 2 (also known as VC81) are mandatory compliance documents required in Victoria for subdivision approvals. Form 1 is submitted at the planning permit stage and confirms that telecommunications infrastructure has been considered. Form 2 is submitted at the plan of subdivision stage and certifies that the telecommunications requirements have been met. Without these forms, your plan of subdivision cannot be certified. MTS prepares and manages both forms for you.
Timelines vary based on development size and NBN Co's current workload. As a general guide: telecommunications design plans typically take 1–2 weeks to produce; NBN application review takes 2–4 weeks; and VC81 (Forms 1 & 2) processing can take 6–8 weeks or longer depending on council. This is why we strongly recommend engaging MTS at the earliest planning stage of your project — the earlier you start, the less likely delays are to impact your construction program.
